As a complex production system, high-quality public-service production needs to be considered as a feedback system with citizen satisfaction at its core. Consequently, a model of public service quality evaluation model should include elements such as subjective evaluation, objective evaluation, external environment, internal resources, process control, result orientation, etc. After reviewing the concept of quality in public service provision, this paper is going to focus on the interaction of people, procedure and performance, analyze the quality elements and their evaluation dimensions of public service from strategies, results, process and environment, and structure. This leads to development of a public service quality evaluation model basing on the circulatory system's including the service needs-quality target system-implementation quality system-quality monitoring system-quality evaluation system.

A new kind of solar chimney power plant system combining chimney and heat collector was designed. Paraffin was chosen as the material of energy storage layer and the unsteady conjugate numerical simulation of the system was done by Fluent. The operation condition of the system was simulated when the solar radiation value was changed with time according to the actual situation. Simulation results showed that: with the increase of solar radiation, flow velocity of the air and the maximum output power increased. At twelve o'clock, the air velocity could reach 1.24 m/s and output power was 122W. Due to the energy storage effect of phase change materials, the system had output power of 1.3W at night. Moreover because of the continuous work of the heat storage layer, in the same condition of solar radiation, the air velocity and maximum output power increased with the system operation days extended.

In the context of "carbon emission peak and carbon neutrality", distribution systems in the future will evolve towards a new type of distribution system with high power supply capacity, high integration capacity for renewable energy, and high power supply reliability. This will result in forming of a honeycomb distribution network based on flexible power distribution technology. This paper presents a reliability analysis of a honeycomb distribution network based on a state transition model. Considering the different characteristics of components, the power base stations and distributed power sources are sampled using non-sequential sampling, while the non-power components in the system are sampled sequentially. This study examines the reliability of power supply under different fault scenarios. The results demonstrate that the honeycomb distribution network exhibits excellent performance in terms of power supply reliability, providing valuable insights for the planning and operation of honeycomb distribution networks.

The normal stress of each layer of the laminate composite material will undergo complex changes after normal compression, and shear stress will also appear between the layers. In order to explore the distribution laws of normal stress and shear stress, this paper uses Hooke's law and the equilibrium condition of force to carry out mathematical derivation, the analytical formulas for normal stress and shear stress are obtained, and their respective maximum values are given. Studies have shown that the maximum normal stress occurs at the center of the laminate, and its value is proportional to the external load, and is also closely related to the length, width, thickness, elastic modulus of the cementing agent, elastic modulus and Poisson's ratio of the laminate;;The maximum shear stress occurs at the four corners of the laminate, and its value is proportional to the external load and the shear modulus of the cementing agent, inversely proportional to the thickness of the cementing agent layer, and its value is also closely related to the length, width, elastic modulus and Poisson's ratio of the laminate. The analytical formulas for normal stress and interlayer shear stress is helpful to deepen the understanding of the internal force distribution law of laminated plates, and the maximum value calculation formula can greatly facilitate the calculation of strength.

To produce effective cement paste backfill materials at iron mines technologically and economically, orthogonal experiments of mix proportions with extra-fine unclassified tailings were carried out. The results of the range analysis showed that the sensitivity of influential factors to the slurry slump is sequentially mass concentration, tailing/rock ratio, and cement/(tailing+rock) ratio. The sensitivity to bleeding rate, concretion time and 28-day uniaxial compressive strength is sequentially mass concentration, cement/(tailing+rock) ratio and tailing/rock ratio. Relationships of paste properties and influential factors can be demonstrated with regression analysis. Additionally, the optimal mix proportion for cement paste backfill was obtained with 78% mass concentration, 7:3 tailing/rock ratio and 1:25 cement/(tailing+rock) ratio. The slump, bleeding rate, concretion time and R28 of the optimal mixture are 25.2 cm, 8.77%, 20.9 h and 1.29 MPa, respectively. The experimental results show a feasible way to produce the industry standard backfilling materials.

High dynamic and weak signal are the difficult aspects of satellite navigation signal acquisition. After the pilot channel is added to the modernized navigation signal, the coherence integral time can be prolonged to improve the acquisition sensitivity, but it is also restrained by the rapid change of carrier doppler which is caused by the high dynamic of receiver. For this problem, a quantitative analysis of the reduction of acquisition search range which is the effort of inertial information aiding will be made firstly. Secondly, a new modernized data/pilot joint acquisition algorithm which is aided by inertial information and a pilot single channel acquisition algorithm will be proposed. Simulation results show that the proposed algorithms can effectively resist the energy decay caused by the rapid change of doppler frequency, improve the sensitivity, reduce the computational complexity and enhance the acquisition ability of high dynamic and weak signals.
